Allergies: I have them too, I run a hepafilter and should give my doggie baths more often than I do.

Stubborn: Yes, they are, but loaded with personality to make up for it.
I recommend regular training sessions if not obedience school.

Male/Female: Hate to say it, but males get along with other dogs better than do the females. As far as peeing in the house, I have no idea.

Entertainment: Take them with you when you can, let them play with other doggies, give them the toys you fill with treats that take awhile to get out, and again make them learn tricks!

Sounds like bird and dog will get along fine.

Loaner dog: as a friend or go to shelter and offer to be a Foster Parent for a month for a Basset! You may find the right one that way!
